With my kids, we got a one of those wind up kitchen timers…one of them would get the toy for a certain amount of time, then the other one would. Flipping a coin and rolling dice work nicely too. Make sure at the first sign of trouble that you end things though, and end them in a way that is bad for the both of them. You'll be the bad guy instead of the sibling, and eventually they will learn to work together to solve problems in an acceptable way.

Well, I don't have kids (seeing as I'm 16), but I thought about this when all the toy recalls started.
